In the 2024–25 Federal Budget, the Australian Government unveiled the Hydrogen Production Tax Incentive (HPTI) to encourage and support the production of renewable hydrogen. The HPTI, part of the Federal Government’s Future Made in Australia package, aims to boost the renewable energy sector by providing a time-limited and uncapped refundable tax offset to eligible producers. The HPTI Consultation Paper, released on June 28, 2024, invites stakeholders to submit feedback on the proposed design and administrative aspects of the incentive before July 12, 2024. The HPTI is designed to incentivize renewable hydrogen production by offering a tax offset of $2 per kilogram of renewable hydrogen produced in eligible facilities between 2027 and 2040. To qualify, producers must meet specific eligibility criteria, such as operating an eligible facility with certain capacity requirements, registering with the Clean Energy Regulator, and maintaining a low emissions intensity. Moreover, recipients of the HPTI are expected to align with the Community Benefit Principles, emphasizing investment in local communities, domestic industry, diverse workforces, and tax transparency. One of the key features of the HPTI is its focus on promoting clean hydrogen production without the need for additional power generation, simplifying the process for producers. The initiative also sets an emissions intensity threshold to ensure the production of clean hydrogen aligned with decarbonization goals. Producers eligible for the HPTI can also apply for support through the Hydrogen Headstart program. Overall, the HPTI aims to drive investment in Australia's hydrogen industry, facilitate industrial decarbonization, and support the production of clean hydrogen to meet environmental objectives.
