European Commission Approves Aid Schemes for Green Hydrogen Production in Austria and Lithuania
Key Ideas
  • The European Commission has approved a €400m Austrian State aid scheme and a €36m Lithuanian scheme to support green hydrogen production.
  • The schemes aim to produce 112 kt of renewable hydrogen in Austria and 13 kt in Lithuania, reducing CO2 emissions by up to 536 ktCO2 and 61 ktCO2, respectively.
  • A competitive bidding process will allocate the aid as direct grants per kilogram of renewable hydrogen produced, with a maximum duration of ten years.
  • Beneficiaries must meet EU criteria for renewable fuels production, including supporting the deployment of additional renewable electricity for hydrogen production.
The European Commission has given the green light to €400m and €36m State aid schemes in Austria and Lithuania, respectively, to bolster green hydrogen production. These initiatives fall under the “Auctions-as-a-Service” mechanism within the European Hydrogen Bank. The goal is to generate 112 kt of renewable hydrogen in Austria and 13 kt in Lithuania, leading to a potential offset of 536 ktCO2 and 61 ktCO2 in carbon emissions, correspondingly. The aid will be distributed through a competitive bidding process set to conclude in the first quarter of 2025. It will be provided as direct grants based on the amount of renewable hydrogen produced, with a maximum funding duration of ten years. Recipients of the aid will need to demonstrate adherence to EU regulations for renewable fuels of non-biological origin, which also involves supporting the expansion of renewable electricity required for the hydrogen production. Moreover, the European Commission recently received 61 proposals from projects spanning 11 countries in the second auction organized by the European Hydrogen Bank to drive the production of green hydrogen.
