China's National People's Congress has approved the country's first Energy Law, set to be effective from 1 January 2025. This landmark legislation consists of nine sections focusing on various aspects of energy planning and development. Notably, the law places a strong emphasis on the prioritization of renewable energy sources, including hydropower, wind energy, solar energy, and notably hydrogen energy. While promoting the rational use of fossil fuels, the law aims for a safe and efficient transition to non-fossil alternatives, with a goal of increasing non-fossil energy consumption. Additionally, the law introduces a shift towards dual control of total CO2 emissions and CO2 intensity, as opposed to only total energy consumption and intensity. This change is aimed at expediting the establishment of a carbon control system. Furthermore, the law seeks to bolster the development of a modern power system that can effectively integrate renewable energy sources. It also introduces a green electricity certification system, encouraging both consumers and public institutions to opt for renewable energy and energy-saving products and services. The Energy Law, which had a prolonged drafting process starting in 2006, signals China's commitment to reaching carbon neutrality by 2060.
