The Hong Kong government is taking significant steps to enhance regulations for hydrogen as a sustainable energy source. Secretary for Environment and Ecology Tse Chin-wan announced the government's 'Strategy of Hydrogen Development,' which includes amendments to the Gas Safety Ordinance to cover the production, storage, transportation, and use of hydrogen. These amendments will ensure safety and quality standards, with plans to introduce regulations on hydrogen quality, company registration, and safety requirements for using hydrogen as fuel. By 2027, Hong Kong aims to establish a hydrogen standard aligned with international practices and foster regional cooperation to position itself as a frontrunner in hydrogen energy. To facilitate this transition, the government will promote local pilot projects, such as launching hydrogen-powered street-washing vehicles, to assess the feasibility of hydrogen vehicles in Hong Kong. Additionally, the Inter-departmental Working Group on Using Hydrogen as Fuel will see expanded roles to develop technical standards and guidelines for hydrogen applications, with 14 fuel trial projects already approved. Citybus and DAB lawmaker Elizabeth Quat Pei-fan have expressed support for the strategy, anticipating a rapid transition towards a new-energy technology era. Furthermore, the strategy aims to accelerate Hong Kong's low-carbon transformation, with a vision for hydrogen use in transportation, mobile machinery, and power generation. The government is encouraged to collaborate with cities in the Greater Bay Area and tap into the Belt and Road market for further development opportunities. Environmental group Friends of the Earth emphasizes the need for government support in hydrogen technology research and emphasizes the importance of exploring other zero-carbon fuels like green methanol and sustainable aviation fuel to drive the energy transition towards a greener future.
