The Interior Department's Minerals Management Service (MMS) has made a significant decision to advance alternative energy and alternate use programs for the Outer Continental Shelf (OCS). The agency published a record of decision in the Federal Register, formalizing the establishment of the alternative energy and alternate use (AEAU) program, with plans to finalize programmatic regulations. This decision allows MMS to consider individual projects case-by-case before final regulations are in place, ensuring a thorough evaluation process. Additionally, MMS has introduced 52 best management practices to mitigate potential adverse impacts of future projects, emphasizing responsible development. Director Randall Luthi commended the environmental evaluation process for its comprehensiveness and its importance in understanding the impacts of a new industry in the United States. Under the Energy Policy Act of 2005, Interior has been granted authority to oversee offshore alternative energy initiatives, including projects involving wave, solar, and hydrogen energy production. This move aligns with the goal of diversifying energy sources and promoting sustainability. Furthermore, the Act enables Interior to issue leases or easements for various OCS activities, such as aquaculture, research, and recreation, expanding the potential uses of marine resources.
