The Ministry of New and Renewable Energy (MNRE) in India has unveiled a draft for the Green Hydrogen Certification Scheme as part of the National Green Hydrogen Mission. The scheme aims to establish a framework for measuring, monitoring, and certifying Green Hydrogen production in India to facilitate the transition towards clean energy. The draft outlines the roles of various entities involved, including the Bureau of Energy Efficiency (BEE) as the nodal authority and Accredited Carbon Verification (ACV) agencies for project validation. The certification will cover the project level of Green Hydrogen production, excluding certain processes like transport and storage outside plant boundaries. Green Hydrogen can be produced through electrolysis and biomass conversion pathways, with stringent monitoring requirements to ensure compliance. The certification process will issue Concept Certificates for design compliance and Facility-Level Certificates for operational compliance, with provisional and final certificates for ongoing and completed production. Non-compliance may lead to penalties and even suspension from the scheme. Overall, the scheme is designed to enhance market credibility, encourage investment, and ensure the production of environmentally friendly Green Hydrogen in India.
