India's MNRE Unveils Guidelines for Green Hydrogen Production Incentives
Key Ideas
  • The Ministry of New and Renewable Energy in India introduced new guidelines for the Strategic Interventions for Green Hydrogen Transition Programme, focusing on Green Hydrogen production.
  • 450,000 tons per annum of Green Hydrogen is targeted, with 40,000 TPA allocated for biomass-based pathways and the rest for technology-agnostic pathways.
  • Solar Energy Corporation of India (SECI) will manage the implementation, with upcoming bidding processes to select projects based on quoted incentives.
  • The National Green Hydrogen Mission, part of India's self-reliant vision, aims to boost Green Hydrogen production, reduce fossil fuel imports, and enhance technology and market leadership in the sector.
The Ministry of New and Renewable Energy (MNRE) in India recently released new guidelines under the Strategic Interventions for Green Hydrogen Transition (SIGHT) Programme – Component II: Incentive Scheme for Green Hydrogen Production (Mode 1) – Tranche-II. The aim of this tranche, announced on July 3, 2024, is to produce 450,000 tons per annum (TPA) of Green Hydrogen, with a specific allocation of 40,000 TPA for biomass-based pathways (bucket-II) while the remaining amount will utilize technology-agnostic pathways (bucket-I). Solar Energy Corporation of India (SECI) will be responsible for overseeing the implementation of this tranche. The bidding process, initiated through an upcoming Request for Selection (RfS) from SECI, will focus on the least average incentive quoted by bidders. Bidders have the option to participate in either or both buckets, but no single bidder will be allocated more than 90,000 TPA in this tranche. The National Green Hydrogen Mission, launched on January 4, 2023, with a budget of Rs. 19,744 crores up to FY 2029-30, aims to position India as a leader in Green Hydrogen production. This initiative aligns with India’s Aatma Nirbhar (self-reliant) vision, promoting clean energy, decarbonizing the economy, reducing fossil fuel imports, and enhancing technology and market leadership in the Green Hydrogen sector.
