Hong Kong has unveiled a new strategy to incorporate clean hydrogen in transportation and power applications, positioning itself as a bridge between Beijing and the global hydrogen market. This move comes amidst concerns over Beijing eroding Hong Kong's autonomy, with the strategy aiming to deepen ties with China while safeguarding the 'one country, two systems' framework. The plan involves enhancing laws, setting standards, and connecting with the global hydrogen market. Recognizing land scarcity and a large population as barriers to local hydrogen production, Hong Kong plans to import the energy carrier from mainland China. The government intends to strengthen cooperation with mainland stakeholders and educate the public on hydrogen development. Legislative amendments are set to be introduced to regulate hydrogen activities, with a goal to align with global standards by 2027. Secretary Tse Chin-wan believes that embracing hydrogen energy could help Hong Kong achieve carbon neutrality and enhance international competitiveness. Moreover, the initiative aims to leverage Hong Kong's position to attract enterprises and talent, fostering business opportunities in hydrogen energy. However, the move aligns with China's rapid hydrogen industry growth, raising concerns among Western technology providers and project developers.
