Hong Kong has recently introduced its Hydrogen Strategy as part of its commitment to achieving carbon neutrality. The strategy outlines four major approaches to enhance legislation, establish standards, align with the market, and create a favorable environment for the development of hydrogen energy. Secretary for Environment and Ecology Tse Chin-wan emphasized the significance of hydrogen energy in the global effort to combat climate change and transition away from fossil fuels. The strategy includes plans for legislative amendments by 2025 to regulate various aspects of hydrogen use, along with the formulation of international standard certifications by 2027. Additionally, Hong Kong will promote regional cooperation and investment in hydrogen, serve as a demonstration base for hydrogen energy development, and explore business opportunities in the Belt and Road region as well as in Mainland China. The formation of an Inter-departmental Working Group on Using Hydrogen as Fuel in 2022 indicates the government's commitment to overcoming barriers and facilitating local hydrogen applications. The working group will play a key role in coordinating technical standards, supporting infrastructure development, and advising on the commercialization of hydrogen projects. This initiative not only aims to drive Hong Kong towards carbon neutrality but also positions the city as a key player in the global hydrogen energy industry.
