The Spanish Ministry for the Ecological Transition and the Demographic Challenge has announced a major regulatory framework for a subsidy scheme focusing on clean energy manufacturing and renewable energy sectors. This scheme includes provisions for large hydrogen clusters, industrial capacities in solar and wind energy, and other sectors. A significant portion of €1.2 billion from Next Generation EU funds will be dedicated to creating large green hydrogen valleys, while €750 million will support manufacturing value chains for renewable energy generation and energy storage technology. Additional funds of €250 million will be directed towards advanced and innovative renewable energy, energy storage, and heat pump projects, and €120 million will be dedicated to forming 'energy communities' in Spain. The support scheme imposes specific requirements for projects to qualify for incentives. For hydrogen valley projects, a 60% energy purchase commitment, electrolyzer capacity exceeding 100 MW, and project capacities of at least 50 MW are necessary. The aid per project is capped at one-third of its value or €400 million. Regarding battery storage, the focus will be on the manufacturing and assembly of batteries, battery cells, and battery packs, excluding EV battery manufacturing from the scope of support. The funding for these initiatives will be sourced from Spain's national recovery and resilience plan, with the Institute for Diversification and Energy Saving assigned as the key agency for the program. Auctions for the scheme are set to begin soon, with the maximum aid for battery storage projects depending on factors like location and project specifics, capped at €150 million or 15% of the project's value.
