The People's Government of Luoyang City in China has issued a Notice outlining an ambitious plan for the pilot construction of synergistic innovation in pollution reduction and carbon emission reduction. One of the key aspects of this plan is the accelerated development of the hydrogen energy industry. By the end of 2026, Luoyang aims to promote and apply 360 units of hydrogen fuel cell vehicles and construct three hydrogen refueling stations. To achieve these goals, the plan focuses on promoting the localization of the hydrogen energy industry chain, scaling up production, and intensifying operations. It aims to establish a hydrogen supply system that includes industrial by-product hydrogen, fossil raw material hydrogen, and renewable energy hydrogen. Additionally, the plan includes the construction of demonstration projects for energy-based hydrogen production. Luoyang also plans to establish a production and manufacturing center for hydrogen energy industry equipment, with the goal of supporting key components and materials of fuel cells. The city aims to address shortcomings in the fuel cell vehicle industry chain and achieve an annual production capacity of 5,000 units for various types of hydrogen fuel cell vehicles. Furthermore, the plan emphasizes the demonstration application of hydrogen energy by cultivating over 30 enterprises related to the hydrogen energy industry chain. It aims to reduce the cost of using hydrogen and promote the application of hydrogen fuel vehicles in various sectors, particularly transportation. The plan also includes support for the construction of integrated energy stations and the renovation of existing gas stations into combined oil and hydrogen stations. Luoyang's plan extends to the promotion and application of new energy vehicles like pure electric and hydrogen fuel vehicles. The city aims to replace internal combustion engine vehicles with new energy vehicles and requires the use of new energy vehicles for urban public buses and taxis. It also promotes the application of pure electric heavy trucks and plans to expand the application scenarios of hydrogen fuel vehicles in commercial operations at transportation hubs and scenic areas.
