The Australian Federal Government has introduced the Hydrogen Production Tax Incentive (HPTI) as part of the 2024-25 Budget to encourage renewable hydrogen production. The HPTI, outlined in the Future Made in Australia (Production Tax Credits and Other Measures) Bill 2024, provides a $2 per kilogram tax offset for eligible renewable hydrogen produced in Australia, applicable for a maximum of 10 years. Additionally, the Bill includes the Critical Minerals Production Tax Incentive (CMPTI) to support critical minerals processing and refining. The Senate passed the Bill, with an amendment to exclude uranium from being classified as a critical mineral. Alongside the HPTI, the Future Made in Australia (Guarantee of Origin) Bill 2024 was enacted to establish the Guarantee of Origin Scheme (GO Scheme), promoting decarbonisation and investment. Participants can create Product Guarantee of Origin (PGO) and Renewable Electricity Guarantee of Origin (REGO) Certificates to verify product emissions. Prospective recipients of the HPTI need to meet specific eligibility criteria, including emission intensity limits and compliance with community benefit principles. The scheme aims to align hydrogen production with local community investment, industry support, and diverse workforce promotion. The HPTI aims to boost the competitiveness of Australia's hydrogen industry and critical minerals sector, ensuring alignment with environmental goals and economic growth.
