The European Commission has recently sanctioned two major green hydrogen initiatives, allocating $1.3 billion for Spain and approximately $1.1 billion for the Netherlands. The Dutch program, under EU State aid regulations, aims to support the establishment of 200MW of electrolysis capacity to contribute to the EU's goal of installing 6GW of renewable hydrogen electrolyzers by 2024 and 40GW by 2030. This move is expected to reduce CO2 emissions by 55 kilotonnes annually until 2030. Margrethe Vestager emphasized the importance of renewable hydrogen production in achieving EU climate neutrality targets. The Dutch initiative will facilitate the expansion of renewable hydrogen production through a competitive bidding process open to projects with a minimum capacity of 0.5MW. On the other hand, the Spanish scheme, approved under the State aid Temporary Crisis and Transition Framework, focuses on supporting renewable hydrogen production with a capacity of at least 100MW. It aims to boost investments in hydrogen production, hydrogen valleys, and clusters. Financial aid in Spain will be distributed through grants to promote the deployment of renewable hydrogen capacities in line with the EU Hydrogen Strategy and the European Green Deal. Both initiatives aim to reduce reliance on imported fossil fuels and minimize competition distortions in the hydrogen sector.
