Hydrogen Europe's Recommendations for Low Carbon Fuels Delegated Act
Key Ideas
  • Hydrogen Europe advocates for the adoption of rules to accelerate the use of low carbon hydrogen in the emerging hydrogen economy.
  • The organization emphasizes the importance of consistency between regulatory acts and the need for a distinct framework for dispatchable low-carbon electricity.
  • Recommendations include clear rules for emissions accounting, tailoring the allocation of emissions for by-product hydrogen, and equal recognition of carbon removal solutions.
  • A scientific approach to hydrogen leakage methodology is proposed to facilitate the transition away from fossil fuels towards renewable energy sources.
Hydrogen Europe recently addressed a letter to the Commissioner for Energy, Kadri Simson, outlining their proposals for the upcoming Low Carbon Fuels Delegated Act. The organization highlighted the pivotal role that low carbon hydrogen will play in scaling up the hydrogen market, especially in the absence of sufficient quantities of renewable hydrogen. Through processes like pyrolysis, waste-to-H2 conversion, and carbon capture, low carbon hydrogen is poised to replace fossil hydrogen and unabated fossil fuels across various sectors. The letter recommended swift adoption of simple rules, consistency between different regulatory acts, and a specific framework for utilizing dispatchable low-carbon electricity. Additionally, clear guidelines for emissions accounting, including waste heat utilization and natural gas upstream emissions, were suggested. Hydrogen Europe also proposed tailoring emissions allocation for by-product hydrogen, equal recognition of carbon removal solutions, and a scientific methodology for addressing hydrogen leakage. These recommendations aim to pave the way for a more sustainable and efficient hydrogen economy that aligns with the goals of reducing carbon emissions and transitioning to renewable energy sources.
