Key Ideas
- The Indian government approved the Strategic Interventions for Green Hydrogen Transition Programme with a significant financial outlay to support green hydrogen initiatives.
- The Programme aims to enhance domestic manufacturing of electrolysers and production of Green Hydrogen, promoting indigenous technology and reducing the cost of production.
- A detailed Scheme Guidelines document was issued, outlining budget allocation, implementing agency responsibilities, guiding principles, penalties for non-compliance, and monitoring mechanisms.
- The Scheme for Electrolyser focuses on promoting efficient electrolyser manufacturing in India, evaluating bidders based on performance parameters and local value addition criteria.
In January 2023, the Indian government approved the Strategic Interventions for Green Hydrogen Transition Programme with an initial outlay of INR 19,744 crore, allocating funds for various components including the Strategic Interventions for Green Hydrogen Transition (SIGHT) Programme. The SIGHT Programme aims to support domestic manufacturing of electrolysers and production of Green Hydrogen. Tranche I of the Programme awarded tenders to 10 companies for establishing green hydrogen production facilities in India. Building on this, the Ministry of New and Renewable Energy (MNRE) issued the 'Scheme Guidelines for implementation of Strategic Interventions for Green Hydrogen Transition (SIGHT) Programme – Component I: Incentive Scheme for Electrolyser Manufacturing Tranche – II'. The Scheme for Electrolyser has a total outlay of INR 4,440 crore and will be implemented from FY 2025-26 to FY 2029-30, overseen by MNRE through the Solar Energy Corporation of India Limited (SECI). The Scheme emphasizes guiding principles, penalties for non-compliance, monitoring mechanisms, and an implementation methodology focused on promoting efficient electrolyser manufacturing in India. Eligibility criteria require bidders to meet financial stability and manufacturing capability standards.
