The Australian Treasury has released a consultation paper seeking feedback on the Hydrogen Production Tax Incentive (HPTI) introduced by the Australian Government as part of the Future Made in Australia package. The HPTI aims to promote the growth of Australia's hydrogen industry by providing a refundable tax offset to eligible producers of renewable hydrogen. The proposed tax offset of $2 per kilogram of eligible hydrogen produced is intended to accelerate industry growth and reduce production costs over time. Key points in the consultation paper include eligibility criteria such as matching hydrogen production with renewable electricity, emissions intensity requirements, and facility registration with relevant authorities. The HPTI will be administered by the Australian Taxation Office and the Department of Climate Change, Energy, the Environment, and Water through the Guarantee of Origin (GO) Scheme. Producers seeking the incentive must adhere to the Community Benefit Principles outlined in the Future Made in Australia Act, focusing on local investment, industry development, and workforce diversity. The consultation period closes on 12 July 2024, and producers are encouraged to provide feedback on the proposed incentive.
