Australia's Green Industry Boost: Accelerating the Guarantee of Origin Scheme
Key Ideas
  • The Guarantee of Origin scheme, part of the Future Made in Australia program, will support the development of green industries by providing emissions accounting through digital certificates.
  • Initially focusing on hydrogen, the scheme will later include low carbon liquid fuels, green metals, biomethane, and biogas, serving as the backbone for tax credits and enabling the growth of various green sectors.
  • Supported by increased funding and aimed at enhancing market opportunities, the scheme is set to replace the Renewable Energy Target in 2030 and is expected to commence operation in the second half of 2025.
  • The scheme is praised for offering Australian companies a competitive edge by certifying the carbon intensity of their green products, ultimately contributing to the country's progress towards net-zero emissions.
The Albanese government in Australia is expediting the development of the Guarantee of Origin scheme, a vital element of the $22.7 billion Future Made in Australia program. This scheme is designed to create a system for emissions accounting to support the growth of the nation's green industries. It will issue digital certificates that can verify the origin of a product, along with the associated emissions from its production and transportation. The initial focus will be on hydrogen, expanding later to cover low carbon liquid fuels, green metals like steel and aluminium, and biomethane and biogas. These certificates will play a significant role in establishing eligibility for tax credits under the $6.7 billion Hydrogen Production Tax Credit. Additionally, the scheme is expected to facilitate the development of other green sectors in Australia. The Guarantee of Origin scheme is complemented by the Renewable Electricity Guarantee of Origin scheme, which will certify the production details of renewable energy. The government has allocated increased funding to expedite the development of this scheme, with plans to replace the Renewable Energy Target in 2030. The government is currently reviewing submissions from consultations to finalize the legislation required for the scheme to become operational by the second half of 2025. Assistant Minister Jenny McAllister highlighted the importance of the Guarantee of Origin scheme in empowering businesses to account for the carbon emissions of their products and providing Australian energy exporters with a competitive advantage in the global race towards net-zero emissions.
