Indian Oil Corp has issued a tender for the third time to establish a green hydrogen plant at its Panipat refinery in Haryana, India, after facing failures in previous attempts. The tender, dated September 11, aims to secure bids for setting up a green hydrogen facility with a capacity of 10,000 tonnes per year on a build-own-operate (BOO) basis at the Panipat refinery. The bidding window is open between November 4 and 11, with the participation of around 30 companies in a pre-bid meeting. Notable participants include AMGreen, Sembcorp, Larsen & Toubro, Praxair, Siemens, John Cockerill, and Greenko. To ensure eligibility, bidders are required to have experience in setting up electrolyser manufacturing and green hydrogen production capacity under the SIGHT Program by the Ministry of New and Renewable Energy, along with executing commercial hydrogen production facilities in the last 15 years. The new tender has opened participation to players in the SIGHT scheme, potentially attracting more experienced entities. In the past, IOC faced challenges in garnering industry interest, leading to the cancellation of bids. Criticisms were raised regarding favoritism towards GH4India, a joint venture involving IOC, ReNew, and L&T.
