The IDAE in Spain has announced a significant initiative by launching a call for proposals for an incentive programme aimed at promoting large-scale production and consumption of renewable hydrogen and derived fuels. The programme, part of the Recovery, Transformation, and Resilience Plan funded by the European Union, has a substantial budget of 1.2 billion euros. Projects eligible for funding must involve a minimum of 100 MW of electrolysis power and focus on developing renewable hydrogen in specific territorial areas known as 'hydrogen valleys.' These projects, if spread across multiple locations within a 100 km range, must have individual capacities of at least 50 MW. The IDAE's resolution specifies that projects initiated after 9 March 2023 are eligible for the non-repayable grants. Applicants can submit proposals until 29 October 2024, with a competitive ranking system based on economic, technical, and environmental/socio-economic criteria. Furthermore, a single applicant can participate with multiple projects, as long as the aid limit per project and company is not exceeded. To qualify for funding, applicants must demonstrate consumption commitments for at least 60% of the hydrogen or fuels to be produced.
