Key Ideas
  • NASEO released two publications on clean hydrogen aimed at State and Territory Energy Offices in collaboration with Breakthrough Energy.
  • The first publication provides an overview of the proposed guidance for the clean hydrogen production tax credit and opportunities for state-level incentives.
  • The second publication focuses on guiding state offices in engaging stakeholders for clean hydrogen efforts, offering a framework and successful strategies.
The National Association of State Energy Officials (NASEO) has recently unveiled two new publications focused on clean hydrogen to aid State and Territory Energy Offices. Developed in conjunction with the NASEO Clean Hydrogen State Working Group and supported by Breakthrough Energy, the resources are part of a comprehensive toolkit. The first publication, titled 'Clean Hydrogen Production Tax Credit: Overview and Implications,' delves into the details of the 45V tax credit, its ramifications for states and the private sector, and opportunities for state-level incentives complementing the federal tax credit. Understanding the requirements of the 45V tax credit is deemed crucial for advancing clean hydrogen policies, programs, projects, and planning initiatives. The second publication, 'Engaging Stakeholders on Clean Hydrogen Efforts,' is designed to assist State Energy Offices in strategizing, executing, and evaluating stakeholder involvement in clean hydrogen endeavors. It offers a structured approach, successful strategy examples, and a repository of models and best practices for consultation. Through these publications, NASEO aims to empower states to involve stakeholders in various clean hydrogen activities, such as developing hydrogen roadmaps, formulating policies and programs, and establishing Regional Clean Hydrogen Hubs.
