The European Commission has kicked off a four-week consultation on a draft delegated act that establishes a methodology for evaluating the emission reductions achieved by low-carbon hydrogen and fuels in the European Union. This act is a pivotal element of the revised EU hydrogen and gas market legislation, which came into effect earlier this year. It complements existing regulations for renewable hydrogen and renewable fuels of non-biological origin by adopting a consistent approach to assessing life cycle greenhouse gas emissions. Low-carbon fuels are essential in the fight against emissions and the promotion of renewable energy adoption. The methodology for calculating the emission savings, as required by the Hydrogen and Gas Market Directive, will be harmonized with the methods used for renewable fuels of non-biological origin and recycled carbon fuels. The directive also includes criteria such as carbon capture rates and methane leakage. The EU's legislation on hydrogen and gas decarbonization, published in July 2024 and effective since August 2024, mandates the Commission to define low-carbon hydrogen within a year. EU member states are given until August 5, 2026, to incorporate these regulations into their national laws.
