Azerbaijan's Offshore Wind Ambitions: ACWA Power, Masdar, and SOCAR Collaborate for Renewable Energy Development
Key Ideas
  • ACWA Power, Masdar, and SOCAR have signed an MoU at COP29 to explore the development of 3.5 GW of offshore wind projects in Azerbaijan.
  • The agreement aims to support Azerbaijan's plans for renewable energy, green hydrogen, and water desalination projects, aligning with the country's net-zero ambitions.
  • Azerbaijan's technical offshore wind potential is estimated to be 157 GW, with significant capacity suitable for both fixed-bottom and floating wind projects.
  • This collaboration showcases a strong industry example and underscores a commitment to a sustainable, decarbonised future in Azerbaijan.
In a significant move towards renewable energy development, Abu Dhabi-based Masdar, ACWA Power from Saudi Arabia, and the State Oil Company of the Republic of Azerbaijan (SOCAR) have joined forces to explore offshore wind projects in Azerbaijan. This collaboration, formalized through a memorandum of understanding signed at COP29 in Baku, aims to introduce offshore wind projects for the first time in Azerbaijan. The partnership not only signifies a step towards renewable energy but also includes plans for green hydrogen and water desalination projects, in line with Azerbaijan's objectives for a sustainable future and achieving net-zero emissions. Building on their previous partnership, SOCAR and Masdar had previously announced plans to collaborate on 2 GW of offshore wind and green hydrogen projects. The recent MoU expands these efforts to explore 3.5 GW of offshore wind capacity in the country. Additionally, the Azerbaijan Renewable Energy Agency (AREA) is set to begin wind measurement campaigns to assess offshore wind resources at two locations, leveraging Azerbaijan's significant technical offshore wind potential estimated at 157 GW. The agreement between the companies not only aims to contribute to Azerbaijan's renewable energy goals but also sets an industry example for sustainable development. Marco Arcelli, CEO of ACWA Power, highlighted the shared vision for a decarbonised future, emphasizing the importance of such partnerships in supporting countries like Azerbaijan in their transition to cleaner energy sources. With a substantial offshore wind potential identified, including areas suitable for both fixed-bottom and floating wind projects, this collaboration represents a substantial commitment towards a greener and more sustainable energy landscape in Azerbaijan.
