European Hydrogen Bank's ‘Auctions-as-a-Service' Boosting Renewable Hydrogen Funding
Key Ideas
  • Spain, Lithuania, and Austria are investing over €2 billion in renewable hydrogen production through the European Hydrogen Bank's ‘Auctions-as-a-Service' scheme.
  • Member States' financial commitments demonstrate a strong dedication to clean energy goals and decarbonization efforts in the EU.
  • The ‘Auctions-as-a-Service' scheme allows for additional project funding beyond the Innovation Fund's budget and promotes a more efficient system for industry support.
  • Selected projects in the European Economic Area will receive financial incentives to cover the cost difference for renewable hydrogen production for up to 10 years.
The European Commission, along with Spain, Lithuania, and Austria, has announced substantial financial support for renewable hydrogen development through the Innovation Fund. These Member States will participate in the ‘Auctions-as-a-Service' scheme under the European Hydrogen Bank, launching the second auction with a total funding of around €2 billion. Spain, Lithuania, and Austria are contributing significant amounts from their national budgets to support renewable hydrogen projects within their countries. Spain, for instance, is allocating between €280 and €400 million from its Recovery and Resilience Plan. The scheme aims to boost renewable hydrogen production capacities and meet national and EU clean energy targets. The support provided by these countries showcases their commitment to clean energy adoption and industry decarbonization. The efficient system of the ‘Auctions-as-a-Service' scheme allows companies to access funding from both EU and national sources through a single bid, enhancing opportunities while reducing costs. The initiative encourages other Member States to join in future auctions, aligning with the objectives of various EU plans. Selected projects in the European Economic Area will benefit from a fixed premium on production for up to 10 years to bridge the cost gap for renewable hydrogen. The Auctions-as-a-Service scheme aims to stimulate faster and more cost-effective support for renewable hydrogen rollout, complementing the Innovation Fund's efforts to promote low-carbon technologies and climate neutrality in Europe. Member States can support additional projects through this scheme, even after the Innovation Fund's budget is fully utilized. This collaborative approach streamlines project funding processes and aligns with EU guidelines on State aid for climate and energy initiatives.
