A group of firms from Europe's aviation and hydrogen sectors have come together to propose a 'double-sided' auction mechanism aimed at unlocking significant renewable hydrogen-based sustainable aviation fuel (e-SAF) supply. The group, known as Project SkyPower, has sent a letter to European Commission officials outlining five critical policy interventions necessary to boost e-SAF production and consumption. The letter, signed by more than 70 organizations including major players like Airbus, Boeing, and Air France-KLM, suggests the implementation of an auction mechanism similar to the German H2Global system. This mechanism would involve intermediary bodies holding auctions for producers and buyers to facilitate transactions.
To ensure the economic viability of e-SAF, the proposed mechanism plans to utilize revenues from the EU's Emissions Trading System (ETS) to bridge the gap between production costs and buying prices. Additionally, a dedicated funding pot of €3bn is projected to support the production capacity of e-SAF. This funding could enable the establishment of 2-6 50,000 t/yr plants, covering a substantial portion of the supply needed to meet the EU's binding target for e-SAF consumption.
Project SkyPower emphasizes the importance of establishing clarity on e-SAF mandates, suggesting a bridging mechanism to prioritize early large-scale e-SAF projects. The group also calls for making e-SAF a strategic priority in the EU's Clean Industrial Deal to align with sustainability objectives. Despite the potential of 38 e-SAF projects in the EU, most are in early development stages, highlighting the need for significant industry collaboration and policy support to realize renewable hydrogen-based aviation fuel production at scale.
