Governor Josh Shapiro of Pennsylvania has unveiled the Lightning Plan, an all-of-the-above energy strategy geared towards securing the state's energy future. The plan, which has garnered support from various sectors including labor, industry, environmental advocates, and consumer groups, aims to create jobs, reduce costs for consumers, and shield Pennsylvania from global energy instabilities by fostering next-generation power solutions. One of the key projects under this plan is the collaboration between KeyState Energy and CNX Resources, focusing on accelerating hydrogen and sustainable aviation fuel (SAF) production. This initiative is anticipated to not only create 3,000 construction jobs but also position the region as a key hub for innovative energy solutions. Additional measures within the energy plan include the utilization of the EDGE manufacturing tax credit to fund new projects, the establishment of a state energy siting board for faster project approvals, and the promotion of energy efficiency to lower household utility expenses. Governor Shapiro's proposal builds upon previous energy plans, with a focus on protecting and generating around 15,000 energy jobs, reducing utility bills, and combatting carbon pollution. Independent studies suggest that these initiatives could lead to substantial savings for consumers and significant investments in clean energy projects. Furthermore, the plan outlines several strategic initiatives such as the RESET Board for energy project permitting, tax credit modifications under the EDGE program, the introduction of PACER and PRESS acts to address carbon emissions and energy standards, and initiatives to decrease energy costs for rural communities and households. In an effort to lower energy expenses and safeguard consumers, Governor Shapiro also struck an agreement with PJM Interconnection to resolve an ongoing lawsuit, potentially saving consumers over $21 billion in the coming years. This agreement with PJM aims to prevent price increases across the 13 states served by the organization, including Pennsylvania.
