The Government of Punjab has introduced the draft 'Punjab Green Hydrogen Policy 2023' to promote green hydrogen and ammonia production using renewable energy sources, particularly from agricultural biomass. This initiative supports India's climate goals and aims to establish Punjab as a leader in the green hydrogen sector. The policy aligns with the objectives of the National Hydrogen Mission 2022 and India's net-zero carbon commitment by 2070. Punjab aims to achieve a production capacity of 100 kilotonnes per annum of green hydrogen and ammonia by 2030, leveraging its abundant biomass resources. The state plans to encourage innovative technologies like biomass gasification and electrolysis of wastewater to support green hydrogen production. To facilitate project development, the policy offers fiscal incentives, regulatory simplification, and infrastructure support, including exemptions and subsidies. The Punjab Energy Development Agency (PEDA) will play a key role as the nodal agency, overseeing project validation and approval. The policy also focuses on research, development, and innovation, with plans to establish a Centre of Excellence and promote skills development for the hydrogen sector. Infrastructure development is a key aspect, with proposals for hydrogen parks, transmission networks, and pipelines. The policy aims to attract investment, create jobs, and drive sustainable economic growth, positioning Punjab as a hub for clean energy production.
