Announcement of Public Meetings for Appalachian Hydrogen Hub Environmental Impact Statement
Key Ideas
- The U.S. DOE is planning to provide financial assistance to Battelle for the Appalachian Hydrogen Hub (ARCH2) project in Ohio, Pennsylvania, and West Virginia.
- Public scoping meetings, both virtual and in-person, will be conducted to gather input on the environmental impacts and potential alternatives for the project.
- Interested parties can provide comments online, via mail, or in person during the scoping period, which closes on March 3, 2025.
- The objective is to assess the environmental impacts of clean hydrogen production, transportation, and end uses in the Appalachian Region under the National Environmental Policy Act.
The U.S. Department of Energy (DOE) is initiating a process to prepare an Environmental Impact Statement (EIS) for the proposed Appalachian Hydrogen Hub (ARCH2) project in the Appalachian Region, covering Ohio, Pennsylvania, and West Virginia. The project aims to provide financial support to Battelle Memorial Institute to facilitate the development and operation of the ARCH2, which involves various partners working on clean hydrogen-related demonstration projects. The DOE's Office of Clean Energy Demonstrations (OCED) will oversee the assessment of potential environmental impacts in line with the National Environmental Policy Act (NEPA).
To involve the public in the decision-making process, the DOE will conduct both virtual and in-person scoping meetings. The virtual meeting, scheduled for January 16, 2025, will include a project presentation followed by an opportunity for participants to offer comments on the scope of the EIS. Additionally, three in-person public scoping meetings will be organized, with details to be announced on the DOE's website at least 15 days in advance.
Interested individuals and organizations can share their input on significant resources, reasonable alternatives, and mitigation measures that should be considered in the EIS. Comments can be provided at the meetings or submitted online through the regulations.gov portal. The scoping period, concluding on March 3, 2025, allows for comprehensive public participation in shaping the assessment of the project's environmental impacts.
The primary focus of the EIS will be to evaluate the environmental implications of activities related to clean hydrogen production, transportation, and utilization in the Appalachian Region. This proactive step by the DOE underscores the commitment to transparent decision-making and the inclusion of stakeholder feedback in assessing the potential outcomes of the ARCH2 project.
