Pennsylvania Governor Josh Shapiro has introduced the Lightning Plan, an 'all-of-the-above' energy strategy to enhance the state's industry competitiveness. The plan includes a significant allocation of $49m in hydrogen tax credits annually, aimed at accelerating clean energy projects and job creation. Announced at Pittsburgh International Airport, the plan involves a partnership between Keystate and CNX Resources to advance hydrogen and sustainable aviation fuel production through a $1.5bn investment. The initiative, developed in collaboration with labor unions, the energy sector, and environmental groups, will provide funding for new projects using updated manufacturing tax credits and streamlined approvals. Specifically, clean hydrogen projects can access up to $49m in tax credits annually through the PA EDGE scheme. Additionally, producers of sustainable aviation fuel can earn up to $15m per year by meeting investment and job creation criteria. The plan also includes reforms to enhance the state's electricity grid, focusing on nuclear and renewable energy development. Despite challenges arising from the suspension of funding under previous climate legislation, Pennsylvania stands to benefit from the Biden Administration's hydrogen hubs program, with two hubs receiving $1.67bn in funding. Representatives have highlighted the positive impact of clean energy initiatives on the state's workforce, emphasizing that such measures will lead to economic growth and job opportunities.
