EU Approves €80 Million Dutch Measure to Support Innovative Renewable Hydrogen Production Technology
Key Ideas
  • The European Commission approved a €80 million Dutch measure to support Djewels B.V., a subsidiary of HyCC B.V., in demonstrating innovative renewable hydrogen production technology.
  • The project aims to produce renewable hydrogen using an alkaline electrolyser with high current density electrodes, high-pressure hydrogen output, and a small spatial footprint, showing significant innovation.
  • The aid, in the form of a direct grant, covers the expected funding gap of the project, with provisions for the beneficiary to return part of extra revenues and disseminate gained technical know-how.
  • The Commission found the measure to be in line with EU State aid rules and necessary to support the demonstration project, contributing to key EU policy initiatives like the European Green Deal and the EU Hydrogen Strategy.
The European Commission has approved a €80 million Dutch measure aimed at supporting Djewels B.V., a subsidiary of HyCC B.V., in demonstrating an innovative renewable hydrogen production technology. The project, planned over three years, will showcase the production of renewable hydrogen through an alkaline electrolyser with high current density electrodes and high-pressure hydrogen output. This initiative is considered a significant innovation that aligns with the EU Hydrogen Strategy and the European Green Deal objectives. The measure comprises a direct grant to cover the anticipated funding gap of the project. In case of exceptional success generating additional revenues, a clawback mechanism ensures that the beneficiary will return part of these profits and share the technical knowledge gained. The construction of the 20 MW capacity electrolyser is expected to commence in 2024, with operations slated for 2027. The European Commission's assessment under EU State aid rules verified that the measure encourages the development of renewable hydrogen production, supports key EU policy goals, and maintains competition integrity. The approval is part of the EU's broader strategy to promote clean hydrogen production and achieve climate targets. Margrethe Vestager, Executive Vice-President responsible for competition policy, highlighted the project's potential to propel the EU towards its hydrogen and environmental objectives.
