ENNOH Foundation Process Approaches Launch with Key Statutory Documents Submission
Key Ideas
- ENNOH, the European Network of Network Operators for Hydrogen, has submitted key statutory documents to ACER, progressing towards its formal launch in Q2 of 2025.
- The association aims to promote the development of the internal hydrogen market, cross-border trade, and coordinated operation of the European hydrogen transmission network.
- The draft articles outline activities such as network code proposals, ten-year development plans, and cooperation with other energy transmission entities in the EU.
- Membership in ENNOH is open to current and future hydrogen transmission network operators across various European countries, with a focus on collaboration and sound technical evolution.
The European Network of Network Operators for Hydrogen (ENNOH) has taken a significant step towards its establishment by submitting crucial statutory documents to ACER, the EU Agency for the Cooperation of Energy Regulators. These documents include draft articles of association, rules of procedure for stakeholder consultation, and a list of founding members. ACER will conduct a public consultation on these documents, with a review timeframe of up to four months. Subsequently, the European Commission will have three months for approval, paving the way for the formal launch of ENNOH in the second quarter of 2025. ENNOH, envisioned in the EU's hydrogen and decarbonised gas package, aims to serve as the coordinating body for hydrogen network operators, similar to ENTSO-E and ENTSOG for electricity and gas transmission organizations. The association, structured on a non-profit basis, focuses on fostering the internal hydrogen market, facilitating cross-border trade, and ensuring efficient operation of the European hydrogen transmission network. Key activities outlined in the draft articles include developing network codes, creating hydrogen network development plans, and collaborating with other relevant entities. Membership in ENNOH is open to existing and prospective hydrogen transmission network operators across various European countries, with provisions for designated entities in states without operators. The draft list of founding members spans multiple EU nations, with a diverse representation reflecting a broad geographical scope. The association's core responsibilities encompass close collaboration with ENTSO-E, ENTSOG, hydrogen distribution network operators, as well as electricity TSOs and DSOs. ENNOH's establishment signifies a significant milestone in advancing hydrogen infrastructure and promoting sustainable energy practices across Europe.
