The Project Development Assistance for Cities and Regions (PDA) programme, which called for expressions of interest in January 2020, focusing on hydrogen and fuel cell deployment projects, has concluded its activities. The programme received 35 applications from regions across 18 European countries, highlighting the wide interest in hydrogen technologies. Out of the applications, 11 European regions were selected to receive direct assistance for developing high-quality, integrated hydrogen projects. These regions, representing a diverse portfolio of end-use applications, now serve as a blueprint for others in the PDA Observers' Network. The shared knowledge and expertise have been instrumental in fostering collaboration and learning across regions. As the programme came to an end in June 2021, a final report was made available for download, providing insights into the accomplishments and impact of the initiative. Additionally, a new PDA programme is set to be launched in early 2022 to further support regions and cities in their hydrogen endeavors. As part of the PDA activities, a policy white paper was compiled to assist regions in navigating the policy landscape surrounding hydrogen. This white paper outlines the current legislative environment, the role of hydrogen within it, and potential areas for policy expansion across member states. It also reviews existing ambitious policies supporting hydrogen production and consumption.
