This legislation, following the national hydrogen strategy initiated in 2021, establishes a legal framework for planning and developing hydrogen transport networks within the country and in collaboration with neighboring nations. The primary goal is to foster a European market for renewable hydrogen, vital for combatting climate issues and decreasing reliance on fossil fuels. Economy Minister Lex Delles highlighted the importance of renewable and competitive hydrogen in decarbonizing various economic sectors, such as industrial processes and transportation. With this law, Luxembourg aims to position itself as a key contributor to the European hydrogen market. The bill includes key provisions like appointing a national hydrogen network manager to ensure network compliance and sustainable growth. Additionally, hydrogen projects will be considered public utilities, allowing the use of public and private land for development. The law also introduces a ten-year network development plan and assigns the energy watchdog to monitor the hydrogen market, establish pricing methods, and oversee network expansion.
